What is Operation Establish Compliance X (OEC-X)?
Operation Establish Compliance X is the resurrection of our original OEC program, a carefully developed strategy designed to address the illegal actions of New Jersey municipalities, but bigger and badder than before.
OEC was originally launched by NJ2AS in 2011 after listening to your comments and concerns. The issue we heard most often centered around New Jersey firearm laws that favor gun owners consistently being ignored - 2C:58-3f, to be specific:
...There shall be no conditions or requirements added to the form or content of the application, or required by the licensing authority for the issuance of a permit or identification card, other than those that are specifically set forth in this chapter.
Numerous police departments violate this statute as a matter of policy. We have seen additional forms - some of which have nothing to do with firearms - that include bogus requirements such as obtaining a spouse’s permission to purchase a firearm and notarizing reference letters.
Some of us have had our employers contacted. A student with no criminal record - seeking an FID card - was summoned by the Dean after their college was contacted and had to explain why they wanted an FID card. To make matters worse, the student wasn’t even living on campus.
Those are just a few examples of false requirements - that have not been “specifically set forth” as required by law - which lead to the harassment of private, law-abiding citizens.
NJ2AS believes enough is enough, and for the past several months we've been collecting data, speaking to attorneys and searching for potential plaintiffs as we plan our course of action. In the past we have contacted several municipal police departments and gave them a fair opportunity to correct unlawful practices. Some have complied, but some have chosen to ignore the law.
Let this be considered an official warning to those who decided not to comply - NJ2AS will pursue any and all legal actions, including criminal charges, against any government official that thinks they're above the law. We will be as merciless as the prosecutors who've destroyed the lives of honest citizens incidentally out of compliance with New Jersey's draconian gun laws.

Why did NJ2AS decide to initiate Operation Establish Compliance?
We are tired of being treated like second-class citizens in our state just because we want to exercise our natural, constitutional and civil right to keep and bear arms. We are going to hold local governments accountable and make sure they are following the laws of the state as written.
These municipalities will not follow the law until there are consequences for breaking it, and there will be consequences for those who defy OEC-X.
As we are all well aware, the state will never grant decent citizens a second chance for an honest mistake when it comes to NJ firearms laws... Why should government officials be treated any differently when it's their duty to know the laws?

These lawsuits will help all gun owners, whether you prefer rifles, shotguns or pistols. Whether you are interested in competition, collecting, recreation or self-defense. Whether you are young or old, male or female, these lawsuits are about you. This is an opportunity for all gun owners to come together and rally behind solving a problem that has persisted unchallenged in NJ for decades.
We are asking you to help. It takes money to accomplish these goals and we need the ENTIRE Society to make this work. Please pitch in anything that you can, small or large, because without your support NJ2AS wouldn't have achieved the many goals we've accomplished so far.
